Licensed counselor appointed as Chief Clinical Officer at Oklahoma Human Services 

Lawton, OK – According to the state officials, Sharon Millington has been appointed as the new Chief Clinical Officer at Oklahoma Human Services, the agency announced this week. A licensed professional counselor, Millington will officially step into the role on June 30.

Millington currently serves as the Deputy Executive Director of the Oklahoma Office of Juvenile Affairs (OJA), a position she has held since August 2024. She joined OJA in 2020 as Director of Behavioral Health and has since played a key role in expanding evidence-based behavioral health services for youth and families across the state.

During her tenure at OJA, Millington led the implementation of Functional Family Therapy, a nationally recognized intervention that had not previously been available in Oklahoma. She also oversaw the adoption of Dialectical Behavior Therapy at OJA’s secure treatment facility, marking a major advancement in therapeutic programming for justice-involved youth.

Beyond her leadership within OJA, Millington is known for her strong collaborative work with child-serving agencies. Her efforts have supported both community-based and residential placement providers in adopting best practices, while also overseeing reforms across the juvenile justice continuum. She regularly provides statewide training to enhance the delivery and integration of behavioral health services.

Millington’s career also includes academic and clinical leadership at the University of Oklahoma Health Sciences Center, where she served as co-director of Treatment Programs for Children and Adolescents with Problematic Sexual Behaviors. She has also worked as a lead clinician and supervisor in a clinic focused on children with prenatal exposure.

A Master Trainer in Problematic Sexual Behavior and Cognitive Behavioral Therapy with the National Center on the Sexual Behavior of Youth, Millington brings deep expertise and a longstanding commitment to youth behavioral health.

Her appointment is expected to strengthen Oklahoma Human Services’ capacity to support vulnerable populations through evidence-based, trauma-informed care.
