Oklahoma – Oklahoma Governor Kevin Stitt signed an executive order on Thursday directing a comprehensive review of state health policies aimed at safeguarding medical freedom, informed consent, and parental rights for all Oklahomans. The move, officials said, is intended to ensure that healthcare decisions remain in the hands of patients and parents, rather than government authorities.
“Oklahoma was founded on individual liberty, and that includes the right to make informed choices about our health without interference,” Governor Stitt said. “From banning vaccine mandates in our schools to rejecting WHO overreach, Oklahoma has led the nation in protecting personal freedom. This executive order builds on that legacy, aligning our policies with science, transparency, and the will of our people.”
Under the order, several state agencies—including the Oklahoma State Department of Health (OSDH), Oklahoma Health Care Authority (OHCA), Department of Mental Health and Substance Abuse Services (ODMHSAS), Department of Rehabilitation Services (ODRS), and Department of Human Services (DHS)—are tasked with:

Conducting a full review of policies, regulations, and practices related to medical freedom, informed consent, and parental rights.

Submitting a detailed report with recommendations and timelines within 180 days to the Governor, Senate President Pro Tempore, and House Speaker.

Revising any conflicting positions within 60 days of the report.
State officials noted that the initiative reflects Oklahoma laws such as Senate Bill 658 (2021), Senate Bill 426 (2024), and the Parents’ Bill of Rights (2014), as well as Supreme Court precedents affirming patient autonomy. The executive order also aligns with federal priorities advocated by former President Donald J. Trump and CDC Secretary Robert F. Kennedy Jr., including transparent childhood immunization schedules.
Supporters of the order praised it as a reaffirmation of personal choice and parental authority in healthcare decisions. Critics, however, have previously raised concerns about potential public health implications of limiting state oversight.
The review is expected to be completed within six months, with findings and recommendations to guide potential policy adjustments in Oklahoma’s health system.
